The campaign finance report covers all transactions, if any, that occur from November 26th through December 31, 2020. Incidental political committees use Form C-4 (C-4 guide) to report financial activities; all other committees (political party, ballot issue, and independent (PAC) committees) use Form C-6 (C-6 guide) to detail all contributions received and expenditures made during a specific timeframe. C-4s and C-6s must be filed in CERS.

An incidental committee is a political committee which is not organized or maintained for the primary purpose of influencing elections but which may incidentally become a political committee by reason of making a contribution or expenditure to support or oppose a candidate and/or issue (Administrative Rules of Montana 44.10.327(2)(c)). 

Each county, municipal, and school district committee is required to file campaign finance reports if contributions received or expenditures made exceed $500 (in total). 

After November 2019, all committees will file campaign finance reports on the same date and for the same time period.

The C-7E must be filed within two business days after making the expenditure or after incurring a debt of $500 or more.

All committees must file a C-7E Notice of Pre-Election Expenditures form if they make an expenditure or incur a debt or obligation of $500 or more  (as described in 13-35-225(1), MCA) between October 26th through November 3rd (13-37-226, MCA). The C-7E must be filed within two business days hours after making the expenditure or after incurring a debt of $500 or more.

Please note: all expenditures reported on a C-7E form MUST be included on the next financial report.
