City general electioneering period BEGINS (August 8th through November 5th)

Any committee or entity that has an electioneering communication between August 8th and November 5th must disclose details about the electioneering expenditures costs. I

Any committee or entity that has an electioneering communication between August 8th and November 5th must disclose details about the electioneering expenditures costs. If the entity has not yet registered as a committee, they must first register as a committee by filing a C-2 Statement of Organization in CERS within five days of making or agreeing to the expense. Once a C-2 has been filed, the entity (now registered as a committee) can then file a C-4 (for incidental committees) or a C-6 (for ballot issue, independent [PAC], or political party committees) to disclose details about the electioneering communication. If the committee is already registered, of course they can then just file a C-4 or C-6 to report the electioneering communication.

An electioneering communication (see 13-1-101(14, and 16), MCA) is publicly distributed and does not support or oppose a candidate or ballot issue, is received by at least 100 recipients, and meets one of the three criteria:

  1. Refers to one or more clearly identified candidates in the election;
  2. Depicts the name, image, likeness, or voice of one or more clearly identified candidates in the election;, or
  3. Refers to a political party, ballot issue, or other question submitted to the voters in the election.
